Speedster 2006 - Running Lights not working

I've picked up a 2006 Speedster in good condition however I'm testing the lights and they're not coming on. So far I've checked the bulbs and they seem fine. Fuses check ok too. Just not sure where to look next or what common problems are with lighting so I'm looking for some ideas of what to check next.

Purchased the Speedster last weekend and this weekend was our first water test in the river. Unfortunately we got fouled on river grass early on and the river was very cold. After getting acclimated to the chill I was able get the grass out of the intake to get us back up and running. My first SeaDoo was an older model with the single 85hp engine... boy what a difference!!! WooHoo!
 
When you said the fuse was fine, did you actually measure voltage present on both sides of the fuse? Did you check for voltage at the switch?
 
I found the first problem, the anchor light had no wires connected to it. Looking in the engine compartment, the wires were not connected (Rear Light Base Assy). Look like parts may be hard to find directly so I took it out and soldered it. Hopefully that will get me going till I can find official parts. I know that the solder may not hold since we're mostly in salt water. In the mean time the front lights still aren't working. When it gets a little darker I want to make sure the console lights are coming on. I did get a set of temporary battery operated lights from Amazon so that we can still be out after dark for Memorial day. Still looking for any ideas for the running lights.
 
I found a wire broke on the port side navigation light. There's no access to this area than through the nav light cutouts. I used a fishing pole to grab the fallen wire and then crimped the wires back together.
