It is simply the lockout because your throttle is forward. Pull the throttle back(the red one) and you will be able to put it back in neutral.

Thank you for your response. Unfortunately I wish that were the case. I've had this boat for 10 years and I know what you are talking about but this time it's seems to be much worse.

Ok, I took the throttle apart and the issue was easily solved.
