Speed fluctuates from 30-60

I have a 2001 XP and it was having problems getting above 4000 rpm and 35mph. I checked the compression and it was exactly 140 on both.

I replaced the spark plugs and took it out and it still would not get above 35. Then, after about 20 min, it went all the way to 60mph and it stayed that way for 10 min and then went back down to 35 mph max.

I replaced the battery (the acid level appeared low).

Any suggestions?
