Spark plug issue or fuel?

I had my utopia out last week and it ran fine, I filled it full of gas and then it sat for a week and I pulled it out and hooked the hose to it and started it up.it ran ok, but then shuddered like it was missing and then cleared up. I took it too the water and got it on plane for a few seconds, and then it started to hesitate... It once again cleared up and ran but hesitated a short time later.. I continued to drive it and then noticed that it was losing power and didn't sound as throaty... I idled for a while and turned the motor off and then had partial power back, but was still weak and sounding rough..tone of the motor was different... I got it to the dock and the idle was ok, but still had a hint of a lag in it periodically... I first changed the fuel filter(changed it last year also) and the pulled the plugs.. They looked awful... I'm assuming. That they were the original plugs since I boat the boat as a second owner..I'll attach a pic... It fired up and sounded better... Have not taken it back to the water till Tommorow... Does that sound like thhe plugs were the issue?
 
It's possible it's the plugs. If one of them was firing sporadically that could be a loss of power. If you have the same results when you go back out I would not try and "drive" it out of this problem. Meaning that running it around for an hour will "fix" itself. If something indeed has gone wrong driving it will only make it worse. If it's easy enough to get a compression test I would do that too.
