Ski locker drain?

The ski locker on my 1998 Seadoo Speedster keeps filling with water and the water just sits there until I suck it out with a shop vac. It's full of grease and grime and bugs and leaves and all sorts of crap so I'm sure there's a drain clogged somewhere. The circle shaped hole at the back of the ski locker is clear, so there must be a second drain back behind the fiberglass that is clogged. Any advice on how to find and clear it?
 
I found with my 2005 speedster, there must be a raised structure between the ski locker drain and the bilge. I had a similar problem when I bought the speedster as the person who had it before me left it parked uncovered under some trees. I found that the floor locker would not completely empty unless the nose of the trailer was raised significantly higher. Complicate with this some leaves and other rubbish in there and it can be a bugger to clean. The only way I did it was to fill the floor drain as high as it would go so that the leaves and other rubbish would be dislodged and then raise the nose of the boat up to get it over the spar that is in there. I felt around with a length of wire and could not locate any second drain in the spar so I guess it must just flow over that.

I get the feeling you are right. Is there supposed to be a little water sitting in the ski locker at all times? Even when I raise the trailer jack all the way up, it still won't drain. Maybe once I get it out on the water?
 
The only real time I see a lot of water is when I wash the boat out after a day out. I run it is salt so it gets a good wash over and out after it. I don't see any water in the locker after a day on the water, so the movement of the boat must get the water out to the bilge. I wouldn't sweat it too much until you get it out and going and see how things go.
