I have a 96 gti and it is running bad. It surges if you try to run over half thorttle. I have changed all the fuel lines, took the fuel sending unit out of the fuel tank and checked it for a crack or split, and cleaned the tank. I removed the fuel switch and ran a hose from the reserve side of the sending unit to the fuel strainer from there straight to the first carb. Could it be the rev limiter or durty carbs. It does not help to choke when it surges. I checked the compression. It has 125# on each cylinder. I have rode it with the seat off and I see no moisture comming into the enging compartment. It starts good and revs up good but runs terrible in the water. Could it the the mogule. Can anyone help me. Thanks Charlie
