should there be a gasket

98 sportster 1800 twins. Tearing into the carbs because its running to lean. Took off the air mesh filter then pulled the houseing that holds that. There was no gasket between that houseing n top of the carb its self...there was some kind of grid built up on the butterfly or flap. Could air get sucked through there because of no gasket causing it to run lean. Is that why I have grid built up there ...
 
Air getting under the airbox... but still coming thought the tops of the carbs, won't cause it to run lean. To run lean from an air leak... it has to be after the carbs.
 
What parts should I check that are after the carb? I thought that's basically that's the end..new here but thanks for all the help and replys
