Seadoo starting issue

I have a 1996 seadoo gti with the 720. I had it running a few months ago but when I took it back out a few days ago I couldn’t get it to start. When I press the start button I get a click and then it will do about a quarter turn and then just tic. Sometimes if I spam the start button it will turn over a few times but not enough to start it. The engine isn’t seized, my battery is good, the starter is good, and I ohm tested the cables and they all tested 0. I also used jumper cables one on the negative cable and one on the starter post and it turned over. Any thought on what could this be?
 
You are not getting enough power to the starter.

So either bad cables, solenoid or battery.
 
Okay. Can I test the battery by ataching jumper cables to a car battery? I have bought 2 batteries in less than a year and haven’t even gotten on the water.

Yes you can jump the battery but if it try’s to turn over and clicking the engine might be hydro locked

Only if the car is not running. Never jumpstart. Just a 12V car battery by itself is fine.

You can probably go online and buy the stuff you need just type the make/model and year
 
I will try to find some replacements online. I used a pair of jumper cables and put one on the negative cable and one on the starter cable basically bypassing the solenoid. It turned over but it was slow.
, so then I took out the plugs and it turned over fast. I’m thinking the valves may not be opening. Any thoughts or ideas?
 
2-strokes don't have valves.

If it is cranking slow even with a good battery directly to the starter then it is the starter if the engine turns freely by hand.

Try replacing the brushes in the starter.

Don’t know if you figured out your issue yet? I’ve had an issue similar to yours and it turned out to be sea water corrosion on the starter terminal wire and washer. Washer was unrecognizable. Replaced metal washer and scrubbed off all corrosion and started right up.
