Seadoo sportster 1996 electrical issue

Hi I am new with jet boats. I bought this project jetboat and I am putting together but when I checked the electrical box I found out that the fuse holder was melted. I wonder if I should buy another ecu or could I fix this buy any chance. I will appreciate any suggestions. 8D2D61C4-7D88-4997-B056-F286F7F5F118.jpeg

The fuse looks bad but seems to be functional, does the boat run?
You could carefully cut away a bit more of the plastic around the terminals and solder in an inline fuse holder. any idea why there are bare wire spots on some of the wires? They need to have some sealant put on them.
 
No the boats doesn’t runs, I got the motor out Un seizing it and I t is almost done. This boat I just bought it like this. So I need to have sealant in all this wires to protect it? I was thinking the same thing to cut the plastic and to put another fuse holder do you recommend any fuse holder that I can do that replacement? Thank you for your time in advance
