SeaDoo Islandia starting question

We are trying to get our 03 SeaDoo Islandia started. The boat was running when we put it in the shop for storage(due to low lake levels). Now the boat does not want to start. We are getting one long beep when turning on the ignition. There is a problem with the safety lanyard switch, so tried overriding the switch. If we attempt to start with the safety switch bypassed the boat does not beep at all when the ignition is turned on. Either way the starter motor works but the boat does not start.

We did try adding fresh fuel and a new battery but that did not resolve the issue.

On an 03 Islandia is the circuit open or closed when the lanyard switch is in the down position?
 
If it's a fuel injected engine, the fuel pump may not be working. Any evidence of fuel flowing? I guess when you first place the lanyard onto the lanyard post you might hear the fuel injection pump run for a few seconds. Are the spark plug electrodes wet with fuel?
