Seadoo Challenger help

I have a 1999 Seadoo Challenger 1800 that has a problem that I can't figure out. Earlier this year the boat was running great then will on the water the starboard engine didn't have any power. I can't seem to figure this out. Will on the driveway with a water hose connected the engine revs up just fine, but when I put it in the water and the engine has a load on it, it will not go. Any suggestions. I've changed out the fuel pump and fuel filter. I'm Lost. Please help.

Did you go over the basic tests? Like compression check? Look at plugs? Check impeller and wear ring? Check rave vales? We need some info on what the boat is doing on the water...

When the boat is put in the water it has little thrust and will only get to 3000 RPM's.
