Two very common failures are the float and also the bellows. Seadoo has an updated float due to how common this issue is. Cheap fix if it is the float. Minnetonka4me stocks them I believe. And he can also tell you how to test it before you actually pull the sending unit.

Where is Float ?
Where is Fuel Gauge fuse ?

Both are in the fuel pickup. Grab a shop manual and it will tell you how to test the gauge to see if it is working (on the older ski's, you short the two wires going to the guage and it should show full, but not sure if it is the same procedure on yours). If the guage is working, then it is in your pickup, either the float or the fuse. Fixing those problems involves pulling the pickup out of the tank and are relatively inexpensive to fix.

Quick test, unplug the lead from the fuel baffle, short the side from the boat with a paper clip. If the gauge goes to full it's in the baffle, if it stays on empty it's in the fuel baffle.

With a 2003 you probably have the new style molded float so most likely it's the fuse.
