Sea do 97 HTC rave valve

Are these suppose to be "springy" when re assemble? I just got my hands on a 97 gtx with no top end performance. One rave valve has been rebuilt the other has not. The rebuilt one is springy when installed. Meaning when you push it down it comes back up. The non rebuilt one does not. Also is there supposed to be a spring under the diaphragm or just the one under the cap?
 
It should be springy...means the diaphram is new and fresh,,,but cylinder pressure springs them up anyway...yes,,,better be a spring under the black cap ONLY,,or bottom end will be low,,,if they are stuck low,,,you will suffer top end.,there should not be any spring under the diaphram...but there will be spring around the bottom of the diaphram,,,sometimes 2 baby zip ties when the spring breaks,,or just an "O" ring,,
And what does HTC stand for???
