Rusty flywheel

After pulling aftermarket starter off, someone didn't tighten one of the bolts enough. The flywheel is all rusty. Any advice?

I'd be more worried about the magneto behind the flywheel. Personally I'd knock it off the flywheel with a brass wire wheel.
