Running full throttle without plug wires on, how?

it a 2000 GTi that I got without an engine, should have a 717 but I found and put a 657x in it instead. Out of water, starts right up, first rev throttle sticks. Pull lanyard, still running, my buddy pulls plug wire off, still running wide open. I pull the other wire off, no change, still running wide open. WTF ?
so next I pull out the choke and it finally dies. Took it out and rode it out of the Ventura harbor, open it up, but running ragged, then great, then ragged again.
fuel or carbs. Back to dock. Flushing out, first rev, throttle sticks again and lanyard removal doesn’t shut it down, choke it.
150 psi I don’t think is enough compression to ignite the mixture.
pre-ignition maybe? Just did the top end, no carbon to cause pre ignition.
i found a post from 2011 where a guy had the same issue, so my ski is not possessed! Any help, ideas, theories, would be great.
 
The engine is running lean. Not enough fuel. The response is typical. I'd look at the complete fuel system if you have not already. From the Carbs (rebuild using Mikuni Genuine Parts) to the fuel tank. If the lines are gray replace them. Perhaps replace the fuel selector valve and check the gasket on the fuel water seperator.
