Could the rotary valve cause a ski to not reach full RPM?

I have a 2001 GTS w/717 engine. From 3/4 to full throttle the RPMS dont change wont go any faster. Had the carb out, does not seam to be fuel. I was wondering if the rotary valve could be causing it?

Check, fuel filters (little one in the carb i think), compression. How many RPMs are you able to achieve?
