Should I have use the inside reading or outside reading from the 360 mark, my 717 calls for 147 degrees see pic

I did align the 360 degree mark at bottom of exhaust port, mag side

It seems like I am not getting any suction on the carb throat, I do not have a pulse gauge

I do have good compression and spark, and fuel to input port of carb, I temporary installed a prime bulb to carb input line, it does not even spit when cranking

I did order a new mpem controller should be here today, not sure it will help.
