Rotary valve setting

I read about posters who changed there rotary valve setting from 147 to 130 to get it started when they where on the low end of the compression scale, is there any truth that this might work, on a 717
I am in a like position, and wanted to wait over the winter, to do a top end

No, that isn't a thing and doesn't work.
If you are below 120 psi of compression the engine is done and no snake oil will fix it.

Might climb more with a better tester
