Replacement MPEM

Recently I purchased a new MPEM on eBay for my 2006 seadoo rxp. The seller sold me the part with a dess key that was supposed to be pre programmed to the MPEM. Upon installing the MPEM, I realized my seadoo was rejecting the dess key so I assumed that the seller didn’t actually program the key to the MPEM like they said. However, I was able to start the jet ski with my old dess keys. Aren’t the MPEMs supposed to be programmed to the dess keys? How in the world are my keys working on a new MPEM?
 
Keys are programmed to the ECU, not the mpem on all 4tecs. Mpem is a power distribution and some other minor functions like fuel level, etc. The engine controls as far as running are from the ECU including key programming. The seller should have sent the key with the ECU and not the mpem which is plug and play that you discovered.
