Moving from neutral to either Forward or reverse is very stiff so this weekend I decided to diagnose the problem. Upon disconnecting the cable from the reverse bucket it became clear the bucket is the problem. The cable moves fine but the bucket is stiff to move up and down when disconnected,

I am guessing the two bolts that hold the bucket are on too tight or need new bushings. However I cannot get that pin out that lock the bolts in place. The pins seem to go in from top to bottom and appear designed to keep the bucket bolts from loosing and falling off

Any ideas or suggestionson this repair?

Start with spraying things with a penetrating oil.

Then... from the starboard side... you will see the pin, and a bolt. You will have to drive the pin out... and then remove the bolt. At that point... it should slide off the port side pin.

That's it.

With that said... a good silicone spry oil could bring it back to life. (or something like spray chain lube for a motorcycle) As I recall... there are plastic bushings... and if the aluminum has started to corrode... it will "Swell" and make the bushings tight. If the oil doesn't help... you will probably just need to clean any white residue from the bucket, and put it back together.

If I do have to remove the bucket, is it ok for me to strike the pin while the reverse bucket is still connected to the engine or should i remove it from the stator housing?

Sorry I didn't get back to you on this... but you can do it on the boat. You really shouldn't have to hit the pin that hard.
