removing reminance of barnacles?

my 96' speedster tops out right around 45-47mph. It appears that the guy i purchased it from might of had the boat sitting in water because there is reminances of barnacles all over the hull. it feels very very rough, almost like sand paper. could this be a reason my boat takes awhile to plane and hindering my top speed? if so whats the easiest way to smooth it out? thanks

Depending on how bad it is, I would use a polishing compound and follow it with Teflon wax, by hand.
