question about two holes in jet pump housing

There are two holes in the outer part of the jet pump housing - I think the manual refers to them as bailer passages or venture holes?? They appear to be blocked off on my jet pump, or they are supposed to be (at least one of them still is, the other fell apart when I was cleaning the pump...) are these actually doing anything on the 96 Challenger? From how they are blocked and looking over the jet pump and how it attaches, it looks like they don't really do anything that I can see...


They are the two holes at the top of this picture:
 
They are for bailer lines that are used on the skis. Keep them blocked off on the boats.
 
My boat has the two bailers inside the bilge. Some do and others don't, I guess, I've seen parts drawings of both. Epoxy is a great way to fill holes where water might enter.
 
I think the factory uses clear silicone, don't over complicate it and make a permanent mistake for someone else. Silicone is removable down the road.

I never make anything "permanent". Why ruin a good part that can fit something else.
