Pumps off, driveshafts removed and boat won’t crank?

Everything else electrical seems to work but neither engine will crank over. Is there some type of safety mechanism for when the pumps are removed that won’t let it crank?

No they should crank just fine. Maybe neutral switch? Make sure drive shafts and carbon rings are removed before attempting to start or even turn over without the pumps as the shaft will go wild supported at the PTO only.
