Pulse line is not pulsing, its just blowing out a large volume of air. Any ideas?

Couldn't get ski to start, i have transparent fuel lines so it was easy to see that the pump wasn't pumping fuel. Swapped the carb, same issue, so I checked out pulse hose while I turn over the ski, it blows out air pretty hard as opposed to the normal easy push/pull I'm used to. Any ideas what could cause this?
 
Are you sure it is only blowing and connected securely? If it is only blowing then your piston is either not moving up and down or you have a hole in it or your rotary valve is not turning. The pulsing is caused by the piston displacing the air in the crankcase and pushing it up through the ports into the combustion chamber creating the pressure and vacuum that is felt in the pulse hose.
