PTO Carb Drowning in Fuel!

I have been through my carbs numerous times and never had any problems when I put them back on but now it won't start. If I turn the fuel selector to cutoff it will eventually start and run until it dies but if I turn the fuel back on (either res or on) it will die shortly after. It will run a bit longer if I put the selector about halfway between off and on. The plugs are saturated and way too much fuel in the chamber(s). I pulled the flame arrester and watched the carbs while it was cranking/running and the rear carb (PTO) is shooting up a fuel/oil mixture out of it. If I look down in the carb the throttle butterfly is entirely wet and the MAG carb is fine.

If I pull the rear plug wire the motor runs pretty much the same, if I remove the front plug wire it dies after a few random bursts from the remaining plug. Both plugs are brand new and gapped to .021 and are putting out great spark.

Does this sound like a needle and seat issue? I have new ones on the way but won't be here 'till Tuesday. LSA's are set to 1-1/4 turns out HSA's are all the way in. I have pictures of the carb if they would help.

Compression on both cylinders is 135 psi (last time I checked).
 
Problem Solved!

I ran around town today and found 2 new O-rings for the needle/seat and VIOLA! She's running great out of the water again. So I am going up to the lake today and hopefully have some fun! When I get there I will set up the IDLE and LSA and hopefully be able to get her tuned up real good!
