Port on throttle body 2007 150SCIC

I noticed a brass port on my throttle body before the throttle butterfly and it is barbed and looks like it should have a hose attached to it, but I can't figure out were one would go if it were to have one. Should this have a hose, be open or be capped? It seems to me if it was open it would allow the boost to bleed off.

A hose that is used for fogging is supposed the be attached there. The other end attaches to the plastic cover that snaps down on top of the engine.
