Port engine not starting, throttle cable issue?

I took my boat out this weekend and it ran pretty good. The motors ran great, but after cruising slowly at about 3000 rpm for maybe 20 minutes, I came back up and the starboard engine kept idling itself between 5000 and 5500, then once back in the harbor, it would idle between 1000 and 1500, making adjustments when it saw fit (glad these things can think on their own like that...). Anyway, that sucks, but when I got home and went to flush out the motors, the starboard was fine, but the port wouldn't start.
What's the deal with the throttle cable? It moves REALLY easy (always has been easy on both engines) but this one seems easier than the starboard. I tried to adjust the throttle, but it doesn't look like it's moving at all (but its hard to adjust and view it at the same time). After a few failed attempts at starting, I gave up and left it for another day. Any thoughts? Any at all?
