pop off pressure low

rebuilding the carbs on my 951.
using genuine Mikuni kits. Finished the first carb, tested pressure.... 12 psi. weird.
made sure the seats were wet, using original springs. tried swapping springs from the kit, and lever arms. same result.
put that cab off to the side and rebuilt the other. pop off pressure? you guessed it 12 psi.
both are dead even, on the money.
Shop manual says 19-23 psi.
is 12 close enough? should I mess with bending the ams a little? Do I need to order new springs?
 
so according to the SBN manual, there is no way I should be able to get 12 psi with a 2.0 needle.
it would take a 2.5 needle with the shiny silver spring to get 12. with a 2.0 and shiny silver, it should give me 18psi, which is closer, but still a little low. I should have a black sprig right? giving me 21psi?

I'll re-make my pop off tester and order some black springs. see where that gets me.
