Overtemp buzzer

I have been dealing with a gremlin. I get a ot alarm more than occasionally, and it’s not hot. I do not have any local mechanics that will work on it. However, water flow is normal, I have replaced the water sensor, everything runs fine but I will get that stupid buzzer! Any suggestions? About to look to part out!
 
what engine?

If you know for a fact, it's not over temp (check it with an IR gun) Then it could be water in fuel.
 
Merc Efi 240, and I have checked with a IR gun. I’ll see about changing out the filter.
