Overheating code only for overheating?

Looking for some knowledge about the overheating warning for a 1998 SeaDoo Challenger 1800.

On the weekend at the end of a short boat ride (15 minutes) the overheating code started while I was docking (constant beeping). Since I was loading onto the trailer I just finished the job without power. Once home I began the "flushing" procedure but got the overheating warning within about 15 seconds of running the engine. I got the same warning for the port and starboard engines within 15 seconds of starting. I haven't ever bothered with the flushing procedure on the trailer at home because the boat gets little use and is always in clean, clear water. I'm pretty sure I was doing the procedure right - with the garden hose into the tube on the rear deck and the overflow hose out back pinched off.

I think it's unlikely that both engines have exactly the same problem. Is a malfunction of the warning system itself a typical problem? Is there any knowledge out there on this problem? Any advice or similar stories would be appreciated.
