Over sized fuse kill mpem?

I put a 10 amp fuse in for the vts motor for first ride of the year, as it popped the other one end of last year and didn't bother replacing it since it did it last right I believe. That first ride, I noticed it wasn't working again so figured fused popped. Went to go check before the 2nd ride (today) and yes fuse is blown. Smallest fuse I had left was a 25, so figure I'd pop that in and just get the trim aimed down, as it was stuck in the upmost position which is rather annoying if want to actually try riding it lol, and take it back out, track down the short later. Now there is no beep or bilge pump sound when I put the Lanyard in. I put it in right away today and heard the 2 beeps and bilge then remembered the fuse so I pulled the key. After I popped that 25 in, there was no beep, no bilge, no nothing when I put the lanyard back in.

Did whatever was shorting the VTS fuse, being over size fuse, allow that short to fry the mpem? I didn't even know where to begin before I asked here so didn't go through much. The battery is a brand new AGM battery as of 3 days ago, got one ride on it so its perfectly fine. Had the normal beeps and bilge 1 minute prior to change that fuse.

Look at the motor itself, does it look damaged?

Alot of times, the boot in the back can tear, and put water into the vts box, causing the motor to short the fuses.
 
YES!!!!!!!!!!!

NEVER NEVER put a larger fuse in a socket labeled for a certian size of fuse.

The MPEM is mostly 15 amps. a smaller fuse saves components down stream. If you put a 20 amp fuse in there, every 15 amp circuit in the mpem Blew before the 20 amp fuse did.

SO what you have now is a door stop and can begin your search for a new MPEM.

There is a reason they label fuse blocks to use a specific fuse size.
