Ongoing speedster issue

OK I have a little bit of a dilemma. Last season I noticed after I installed the new SBT motor that when I would take it out and go to give it for throttle you were almost like bog down and wouldn’t get over a certain RPM range. All the carburetors have been rebuilt with genuine Mikuni kits. Is there a way to check the stator with it out of the boat? I had to send the motor back to SBT because it had bad inner seals on the crank. When this would happen with the motor, there was a strong smell of gas coming from the engine compartment. What do you guys think
 
Did you check pop-off and leak down when you did the carbs?
Did you replace the needle and seat and arm springs?
Sounds like it's flooding.
 
Yeah I did, I actually had to turn that motor back into SVT for a warranty claim so while it was out I double checked the pop off and I believe that it was 22 PSI which if I’m not mistaken is within specs. I did a leak down on them also when they are on the workbench and if I’m doing it correctly it is holding the 5 pounds for three minutes or whatever it is
