Oily Hull!

I have another noob question for everyone. I've had a number of folks tell me that a little oil at the bottom of the hull is "normal". Common sense tells me that the oil is only supposed to travel from the resivour and be consumed by the motor, not spill on the hull. Can you guys help put this straight please? Also I noticed on my oil resivour that there is a fitting on the top of the tank with a grey line going down towards the motor and on the other side is like a barbed hose nipple with nothing attached. Is there supposed to be something on the other side where this nipple is? Thanks for all of your help!
 
First off, the hull should be completely oil free! I believe the barbed end nipple you are referring to is the vent end.
