oil pump lever/ shaft

I had to remove my oil pump today to reconnect the cable, and I noticed that when I move the lever the shaft on the back doesn't move. Is this correct operation? If so, what does the shaft do?
 
The lever turns a cam inside the pump which opens the flow rate by adjusting the size of the "hole" that the oil can flow through. It won't affect the shaft. The shaft, as I understand it, is turned from inside the engine and is what causes the oil to be pulled through.
 
Ok. So the shaft is what spins the pump... that makes sense.

While I was doing the oil pump test, I turned it too far and the cable came off. The spring was also unseated. Fun Fun.
