oil on shaft cover

I have a sheen of oil on the shaft cover also the same engine lacks about 300 to 400 RPM's behind the other motor and when you take off at full throttle from a slow speed this motor only goes up to about 4500 rpm then kicks in and goes to 6700 while the other motor jumps right up to 7000 do you think this is all related to one issue or is there a couple different issues

Hard to say, what else has oil on it?

that is all I see just on that cover and rubber shaft cover

I would clean it all off and watch and see where it comes from
