no more than 1/3 throttle

Just bought a 1995 seadoo sportster (single 657cc) with a seized jet drive.

Rebuilt the drive with new shaft,bearings and seals. The wear ring and impelor are fine(spec out fine). Rebuilt the motor at the same time. New bearings,seals,bored out with new pistons/rings, cleaned the whole thing out including the carbs and all fuel and oil tanks and lines. New oil, new fuel,When I went to start it in the driveway with the water hose hooked up, it starts great, idles great, but I only get about 1/3 throttle and it will not rev any farther. I starts spitting fuel out the carbs(intake is off) after about 1/2 throttle.
I rebuild air cooled vw engines all the time but this is my first seadoo.
Any ideas out there all you experts???

Something is not right about your carbs settings. What was the pop-off pressure set to for each carb?
 
I have not tested presure setting for each carb yet. I was not thinking this was the problem. The did not touch the carbs at first. Then after it did not rev up, I pulled the carbs and pulled them apart and cleaned them. It did not change anything.
It only spits fuel when going to higher reves. At 0 to 1/3 it runns fine. Idles fine and throttles up nice. It just stops at about 3-4000 rpm and will not go any higher than that??
HELP!
Sold my 19.5 stern drive that worked fine so I could buy this. I want too go fishing!!! I'm going through withdrawl!! LOL
