Newly remanufactured Mercury m2 efi sportjet wont start

Fuel pump is working and have new spark plugs in. I've got too much invested to give up at this point and I don't know what to do. Please help?
 
What year is the engine?
Is engine mounted in boat? Did the rebuilder test run the engine?

Do you have spark? Was the timing set? Are all the fuel pumps working? Were the injectors serviced on a flow bench? Are all the ground wires connected with clean connections? The round connector to the ECU (starboard side, in a bracket)- are there any green connections? There are a lot of pins- no green ones allowed. Have you checked for loose fuel lines? A leak will allow air into the system, but not move gas. On the lower side of your vst, there is a brass screw. That is a vst drain. Set a catch can and open it. Key ON. There should be gas flowing until the lift pump stops thumping. Have you checked the vst fuel pressure? Should be 36psi.

That is a lot to start with that I haven't considered. When the storms are gone I'll definitely check these things out and get back. Thank you!!

Engine is year 2000. Engine is mounted in boat and was tested for start. I ran the boat when I got it back home for about 90 minutes on first day of break in procedure. Day two broke down and cause was it was blowing 20A fuses in engine due to faulty voltage regulator. I changed it out and is no longer blowing the fuses but now will not start. Fuel pump seems to be working. I'm fairly certain timing was set. I dont think injectors were serviced. I will check more of your suggestions tomorrow. Thank you!
 
Is your kill switch working properly?
Is your start-in-gear interlock working properly?

A dead regulator can be caused by a bad battery.

Batteries are brand new Bluetop Optima d31m's.Start in gear interlock same as neutral position sensor? How do I tell if kill switch is bad. Kill switch is what it seems like to me, but truly have no idea what else it could be.
 
I noticed a little water coming from between the powerhead and jet pump. I am checking the torque on the powerhead mounting bolts. There are two bolts that are not accessible because there is a gasket going over the top of bolt preventing putting a socket on it. What do I do?
