newly rebuilt lrv not running right

Hi all and thank you in advance for your help.

I havent been active on here for several years and I feel like I have forgotten most of what I knew about my doo since it hasn't been running fo a few years. It is a 2000 Seadoo LRV

I recently put it in the shop because the motor was seized so it now has a newly rebuilt motor. The mechanic said he had it in the water for about 30 minutes and it ran great. So I took it out for the first time today and road it for about 10 minutess and it ran well. I was taking it very easy since I am still breaking it in. Idle speed and just over like enough to get it up on plane. Never over half throttle. It smoked a lot (grey) when first started but stopped as soon as we got above idle. After about the first 10 minutes it started ?pulsing? Like speeding up and slowing down while holding the throttle steady. Then gradually started to bog down and die when throttling over about a quarter. We had to limp back to the dock at idle or just above. We flushed it when we got home and it would idle and rev up without dying while out of the water.

We pulled the plugs and they were black and wet.

Does this sounds like a fuel problem? I am going to call the shop that worked on it but cant reach them until Tuesday. The fuel lines have been replaced and he said he emptied and cleaned the tank and put fresh fuel. I cant remember if I previously rebuilt the carbs or not.
any advice on what the problem could be or where to start looking would be appreciated.

Yeah exactly what I was thinking put some new plugs in it and try it again, I usually throw an extra set in the glovebox when I rebuild an engine.

I always tell customers to throw in a new set of plugs and try it before bringing me a ski to work on.
 
Thank you for the fast replies. Actually we premix 40:1 the oil system was removed from this ski before we got it so we have always premixed.
