New SportJet 240 Motor won't start - Appears to be a fuel problem

So I bought a rebuilt core for my 240. Assembled everything and put it in the boat, but I can't get it to start. It will run if I spray mixed fuel into the cylinders until that fuel burns off. It's a 2000 Seadoo Gen 1 240 sportjet.

What I've verified and checked so far:
1. Good Fuel Flow from Water Separator
2. Good Fuel flow from Vapor Separator and good pressure 35lbs
3. Needle and Float in Vapor Separator is not stuck

I'll be testing the Air Temp Sensor, Engine Head Sensor and Throttle Positioning sensor next.

Besides that, any other recommendations? This boat is frustrating the hell out of me this year.

Have you looked at the spark plugs.? Are they wet or dry?
If dry, you seem to have a fuel problem. Check that fuel pressure stays up while cranking. Check wiring to injectors. Round 4pin connector. Have injectors ever been serviced?

If plugs are wet, could still be injectors sticking open and dumping gas. Are you getting spark to all 6 plugs? Look for a black wire with yellow stripe. That is ignition kill circuit. Make sure it is not grounded somewhere.
Is the shifter in neutral? Is the kill switch working properly?
 
All plugs are dry. All 6 cylinders have spark. Bypassed the Temp Sensor, Air Sensor and TPS (No Change).

Only other thing I can thin would be a faulty Ignition Control Module.
