New fuel lines, won’t start

Ok so I bought a 97 spx!! Took it out first day was hard to start and wouldn’t idle but ran great otherwise. I was going wot and accidentally pulled the key off. It started back up and ran good for about one minute then started surging and wanted to die. I took back to shore and that was it. A week later after pulling my hair out I got it started on the lake but it would surge and bog at all throttle positions. So I replaced all original fuel lines with black automotive lines. I decided to check my rave valves and one had a rip in it so I replaced them both and put new gaskets. I pulled the carbs to clean them an noticed one gasket was folded over so I replaced them both. However the carbs were very clean. I forgot to mention that the motor and carbs were rebuilt with receipts from local shop. Ski has about 15 hours on rebuild. Any how I put her all back together and tried to fire. She almost started in the first 2 seconds but then would only turn over but not fire. I installed a clear fuel filter and watched it fill right up while cranking with a small air pocket left in the upper side. I can smell fuel but it won’t fire up. However I do not see fuel in the 2 clear lines on the back side of the carbs. It has a new battery that is charged and I’m getting spark. I am at a loss any ideas out there would be appreciated.
 
You should never assume the carbs were done correctly. If it was mine I would install new Mikuni carb kits and needle and seats. I like to do it correctly the first time and not worry about it. Also there is no need for the additional fuel filter.

If the carbs are not correct you risk that new engine.
