I have used a lot of tools in my life. This is the first time I have come upon these. My guess is for a temporary clamp on a fuel or oil line. A little help please. . .

Yes that is exactly what it is. On a jetski it could have been used to properly run a jetski on the garden hose.
 
Thank you! Where can I find instructions on how to do that? How long can I run it on a garden hose alone?

The 1996 GTX has a black plastic hose fitting up inside the pump area. You have nothing to clamp closed on yours.

But be warned, never have the hose ON and the engine OFF.
1. Engine running.
2. Turn hose on.
3. Turn hose OFF!.
4. Turn engine off.
 
I got a $9 garden hose in-line shut off valve that is a HUGE time saver, and frustration avoider so I don’t have to keep going back to the spigot to turn on and off. Also, I read in another post that you only want to run for about 2 minutes even with the water on. The reason they gave was that the engine is getting cooled, but there is no water going through the driveshaft/pump so that area can be damaged.
