MPEM or Stater problem?

The 15 amp fuse is blowing on my 98 GTX, even without the key in. It blows immediately. I believe that there is a problem with my stater or the rectifier, which is located in the MPEM. How do I go about checking the rectifier? Could it be the rectifier even if the fuse still blows without the engine turning? If it is the stator, could it be the trigger coil and not the stator itself? What is the trigger coil?

Another note to add....The fuses don't blow when I unplug the stater. When I plug it in the fuses blow. Also, I always got a 12 volt low flashing when the key was put into the jet ski..
