Moving in neutral

Hey Guys

I just took out my new/used 2004 speedster 310 hp
and I am curious, does anyone know if its normal if the boat is supposed to move in neutral at about 2000 rpm's. Is that to high an idle? There is no difference in speed from neutral to forward. The boat only has about 10-15 hours on it and is just spotless.
It makes it rather hard to come into a dock when you have to keep reversing so much to slow down.

The correct Idle in the water is 2000 rpm's.On the trailer it should rev about 3000 rpm's. Yes, it is normal for it to move while it is in neutral as it is always turning the impeller in a forward direction. The reverse gate at the rear only diverts the water thrust to allow it to go in reverse or not quite in forward while in neutral.
