motor races (RPM)on start up - help why

Working on my son's 2001 GTI with the single carb 717 engine. after memorial day my son said tat he didn't think the jetski was running the best, I took the carb off and cleaned it and after I installed it back on machine when I go to start it up the motor acts like I have the throttle wide open. what will cause this
 
1. Engine is lean and will "runaway" like a diesel it doesn't need spark so the only way to stop it is to cool down the combustion with extra fuel. Easiest ways is to pull the choke.
2. Most likely cause is you didn't get the carb base gasket on correctly and it is leaking air causing the lean condition.
3. You have the throttle or oil cable installed incorrectly holding the throttle open.

I rebuilt the carbs last summer using the carb directions posted on the Forum and Mikuni parts the linkage is loose for the throttle and so is the linkage for the oil injection pump not sure why I'm getting this racing action the base gasket of the carb seems to be seated fine
 
Yes all the way back so not even touching. Could my pulse line have a crack and sucking in air. Would that effect it? Pop off pressure is about 40, screws set to 0 and 1. Did leak test on carb and no issue
 
you might need to loosen the throttle cable, its most likely too tight and will cause the idle screen to not touch.
 
Double check the carb base gasket. If it is still running away then you have an air leak in the carb or engine block.
 
unfortunately I need to put this project on hold for a few weeks, just had rotary cuff surgery. I will let you know what I find out when i can get back to work on this project
