1996 Speedster recently acquired, first time out for any significant run time this past week while on vacation. Both engines fire right up and idle well. seems to run fine up to about 2000-2500 RPM then there are issue getting the port up to about 4000 RPM. Once there both engines run from 4000 and up great. there were time when giving throttle at 2500 the port engine bogged down significantly and died a handful of times over the course of the week. I'm thinking carb rebuilds? (as background, before I was given this boat it sat on a trailer outside under a tarp for close to 5 years)

Yep... take the carbs apart. I'm guessing you will find one of the bypass ports plugged up. (they feed fuel until the high speed system takes over) BUT... stop running it ! Since a 2stroke gets it's oil transported via the fuel... going lean is VERY bad on it.
