M2 mercury flywheel will not turn...HELP please

Stalled out on the lake and when I tried to restart I just got a clunk from the starter. I replaced the starter and relay and get the same noise. when I lift the top off flywheel I can see the starter engage flywheel but does not turn it at all. I pulled all the plugs and flywheel does not budge at all. What do I look for?
 
If you are lucky, (very lucky,) something under the flywheel has failed. A magnet broke, or the thin stainless ring came unglued and jammed or a coil on the stator let loose and jammed. Remote possibility is something is jammed in the pump itself. It does not take much. Crawl under and look.

If Murphy lives at your house, your engine is seized. Pull the flywheel and check. Use the proper puller.

What do the spark plugs look like? Any metal particles?
 
no particles that I could see. Murphy may live here or at least visits often. Crawl under boat and check pump? Boat is in water and getting it out is a problem right now. What would I be looking at? and thanks for replying this is my first boat and have had it only 2 months or so. Lots of fun when it was working.
 
OK got a rock out from impeller. Installed new plugs and plug wires but now getting no action from the starter ( which is also new). Flywheel does move now. All I am getting is a click after the beep when I turn the key. What should I be looking for now?
 
You are really lucky.
You probably have a loose connection on the big cables.
Check all the connections with a wrench. Start at the battery.
Possibly, the starter solenoid is bad.
Is the battery less than fully charged?
