Low rpm bogging and RAVE valves 2001 GTX 787 RFI

I have a question about RAVE valve hose routing on a 2001 GTX. This is a 787 RFI ski.

Background: Ski has zero low speed performance when hot. Runs great on initial take off and will give 6800 rpm WOT. As long as you stay above 5k rpm it is fantastic. The first time you come down in RPM the ski will not go up above 4-4400 rpm. I have been through everything. Finally realized that the RAVE valves were opening properly but would not close. This led me to rebulding, new solenoid and still having the same problems.

I just discovered that the vent line is clogged and this is what prevents the valves from closing off after initial opening. I have traced the line to the back of the hull and there is a hose nipple on the transom. When disconnected the hose vents properly and the RAVE valves close off.

What I am trying to figure out is if this hose nipple/bulkhead fitting is just a pass through or air exit check valve. It is clogged. I do not see it in any of the FSM diagrams nor parts drawings.

Can anyone describe how this part fits in the hull and any ways to open it up and clean?
