Looking for advice, how to how much

Hello all thanks for taking the time to read this.

I am looking into a 96 speedster 2rotax, runs good, but needs steering cables fixed (replaced?) and some major upholstery work (torn missing cloth, exposed foam, faded etc)... how much about or is it easy someone somewhat mechanically enclined could do? the asking price is right including trailer asking 2k for it. just trying to figure out if the repairs make it not worth it or a good deal.

As far as the upholstery I would get a local upholstery shop to estimate it.
