It’s clearly broke, but what is it?

Hey guys so I am in the process of still trying to get this new boat to work properly. My other thread I explained that I was only getting partial power from the Portside engine and I would get bursts of power when I would turn starboard sharply. So I got underneath and noticed that the item in the picture below is broke. The starboard part is fully intact and I have no problem running that engine. What is this part? Would this be the reason I am not getting Full power from the Portside engine and where can I get a replacement part thank you in advance? The first photo is the broken side the second photo is a much better picture of the intact sleeve.

It's a sleeve so if you suck up a ski rope it will wrap around it and make it easier to remove the rope and not kill the driveshaft. It doesn't work well. I would pull the pump and remove it. They do silicone it in at the thru hull adapter. As it is now it could disrupt the water and cavitate the pump, possibly.
