Trying to get the jet drive head off. I have the first steering part off, I can't get the 4 bolts off the inter head. Is there a trick or could these be reverse thread?
Here's an M2 jetpump (removed from boat) to better illustrate which bolts you are talking about.
The RED circled 4 bolts remove the nozzle, steering, reverse bucket.
The BLUE circled 4 bolts remove the pump stator, and then you can slide off the wear-ring from around the impeller.
All bolts are regular thread (left-loose).
That's an awesome picture thanks that helps explain. The blue bolts I'm having trouble getting off. Put a ryobi 1/2" IMPACT on full power and they wouldn't budge.

Time for your favorite penetrating oil. Under the bolt head, at the end of the bolt (where the threads are), where the bolt passes thru the wear ring. Let it sit for a couple of days. These are stainless steel bolts and do not have the strength that alloy steel bolts have,
Some heat (from a heat gun, not a torch) on the casting may help some.
